Let’s say there’s this neighbor dog that’s barking constantly.  Maybe you’ve talked to the neighbor, but nothing’s happening.  They probably don’t know what to do, even if they wanted to.  Like most dog problems, this is really a dog owner problem.  Is there a way to stop barking secretly?
